Our Team

Mr. Johns, an Eagle Scout, graduated as the Outstanding Senior with a Bachelor of Science degree in Industrial Engineering from the University of Arkansas in 1964. Mr. Johns received the 1976 Distinguished Engineer Award and was one of the founding inductees in the Academy of Industrial Engineers in 1980. As well as inaugurating the first academic chair in the College of Industrial Engineering, he was inducted, in 1977, into the University of Arkansas Engineering Hall of Fame. After joining the NYSE-listed Trane Company in La Crosse, Wisconsin, in 1964, Mr. Johns was named Manager of Dealer sales in Cincinnati, Ohio. In 1969 he was elected to found the industry’s first factory-direct air conditioning operation, located in Fullerton, California. Under his direction, the division grew from inception in 1970 to 1,000 employees in 1980 working in six locations throughout California. In 1986, Mr. Johns was appointed as a Director of the Orange County Fair Board by Governor George Deukmejian. He was reappointed for a four-year term in May 1989 and was again reappointed by Governor Pete Wilson in January 1993. In April of 1989, Governor Deukmejian nominated him to the United States Selective Service Board. President Bush made the appointment in June of 1989 where he served for 20 years. Mr. Johns founded the Newport Beach headquartered development organization, Inland Group, Inc. in 1986 and, subsequently, Inland Energy, Inc., for the purpose of concentrating on entitlement and development activities for real estate, infrastructure and energy related projects. In 1994, Inland Energy founded the High Desert Power Project and subsequently partnered with Baltimore Gas and Electric (later Constellation), the nation’s oldest utility, to develop the Project in Victorville. Commercial operation of the award winning $600 million, 830 MW plant commenced in 2003. In March of 2001, the California Department of Water Resources signed a 10-year contract for the facility’s output for $3.6 billion. Mr. Johns and his wife Colleen, have five children and three grand-children.

A native of Vietnam, Thach Trinh is fluent in both Vietnamese and English. He has worked for Inland for more than 5 years, specializing in EB-5 investor relations, communications, real estate, and marketing at our U.S. headquarters. Before joining Inland, he worked for a number of multinational companies. He has two Bachelor’s degrees in Business Administration and Oriental Study in Vietnam, and a Masters Degree in Business Administration in the U.S.
Mr. Lindsey has a long and illustrious career in the Insurance industry, having created a multi-state Dental HMO which he later sold and began investing in "start-up” companies, both domestic and foreign.
Mr. Lindsey was recognized by the International Accounting Firm of Ernst and Young as California “Entrepreneur of the Year for 1993”.
Mr. Baker is Chief Executive Officer of Union Village. He is an accomplished leader and senior executive with a proven track record in building, growing and improving companies. Demonstrated experience includes; Founded Senior Life Care Management Company with five (5) employees and grew it to 1,400 employees with three campuses. UCI Irvine Alumni of the Year (2007), Orange County’s “25 Most Distinguished People.
Mr. McManus is an acclaimed Marketing/Adverting Professional. Raised in California, Married with 2 children. Owner of award winning Clearpoint Advertising. 53 years creating and producing advertising programs for regional and national U.S. companies...Airline, Real Estate, Consumer and the Tech sector.
Mr. Nguyen speaks Vietnamese and English, has earned a BS degree in computer engineering in the US. Moved to VN in early 2000’s to open his own screen printing factory in HCM, providing service to most US clothes brand names. Has been actively coordinating with Inland Visa Group to promote EB-5 program in VN since 2009. He has garnered a sizable number of Vietnamese investors for Inland. Inland’s “man in the field,” Lap has created a significant marketing network throughout Vietnam, with his base being HCM.

Mr. Barnett joined Inland Energy, Inc.in 2003 as Executive Vice President after more than 15 years with Constellation Energy Group, where he served as a Vice-President in charge of power plant development in the Western U.S. Mr. Barnett has been in the power plant development field for more than 25 years and has developed projects in a dozen different states. Most recently, he led the successful development of Constellation’s 830 MW High Desert Power Project (HDPP) in Victorville, CA. In 2003 HDPP was awarded “Power” Magazine’s prestigious Power Plant of the Year for 2003. The editor of “Power” specifically cited Mr. Barnett’s development effort as a key reason for the award.
Mr. Barnett led Inland Energy’s efforts to develop hybrid solar/gas power plants for communities in Southern California. In 2006 he joined Inland President Buck Johns in developing a successful EB-5 investor visa program for Inland. Together with Mr. Johns, he has made numerous trips to Vietnam to encourage participation in Inland's program.
Mr. Johnson is a co-founder of Union Village, the first integrated Health Village in the world, and (according Modern Healthcare Magazine) the largest healthcare project in the United States. This $1.2B project is in Henderson, NV and is anchored by Henderson Hospital, a UHS hospital. Universal Health System, owner of Henderson Hospital, operates 400 healthcare facilities worldwide. 90,000 employees.
Mr. Johnson has a 30+ year background in health care and Senior Living. He has owned and opereated; Acute Care Hospitals, Sub-Acute Facilities, and over 40 Senior Living Communities located across the United States.
Mr. Johnson graduated with honors from Trinity International University.
Mr. Patel, of South Asian descent, with U.K citizenship, who lives and works in the U.S. on a permanent resident green card and has personal experience with the U.S. immigration process. Niral is a Partner with David Hirson & Partners, LLP with experience in many aspects of U.S. corporate and investment immigration law. Niral has extensive experience, handling a variety of immigrant and nonimmigrant visas for individuals, investors, families, and corporations.

Mr. Bozarth is the Chief Financial Officer of the Inland Group of companies where he is responsible for the accounting, tax and financial management of the various Inland entities. After graduating from the University of Southern California and attaining his CPA credential working at Price Waterhouse, Mr. Bozarth embarked on a career of financial management.
For the last 30 years, he has been the controller, finance manager, and chief financial officer for companies in California, Saudi Arabia and Connecticut. He has worked in the construction, mergers and acquisitions, hedge fund, retail internet and specialty franchise industries.

He has been licensed as a CPA in California since 1974. He served in the United States Navy during the Viet Nam conflict. He was a self-employed CPA in Southern California for 38 years until 2014, when he sold his practice and moved to Yuma to work for Frost PLLC CPAs.
He has been active in the community both in Southern California and then in Yuma In Yuma, he has been a member and President of the Yuma Rotary Club. He has been a licensed Amateur Radio operator since he was 15 years old.

Mr. Holland serves on the Union Village Board of Managers and is its VP of Union Sponsorship.

Mr. Holland has been a long-term consultant with Anthem Blue Cross, representing Anthem in both labor and trust and its public sector business initiatives.
Mr. Hirson has been certified as a Specialist in Immigration and Nationality Law by the State Bar of California, Board of Legal Specialization continuously since 1990. Has been actively and continuously involved with EB-5 cases since passage of the law in 1990.
He has handled all of Inland’s EB-5 work for more than a decade.He was present in the Senate in Washington, D.C. in 1990 when the EB-5 bill was passed; was marked up and Senator Biden, now President Biden, was supporting the new law. Considered the preeminent U.S. Immigration Lawyer with unequalled EB-5 experience over his four-decade career. Founder of DHP Partners, one of Nation’s largest immigration firms.
